GBCA backs Victoria’s new one-stop-shop to cut bills and emissions

28 May 2025

The Green Building Council of Australia (GBCA) has welcomed the Victorian Government’s decision to permanently roll out the State Electricity Commission’s (SEC) Electric Home Planner, saying the move provides much-needed support to households on their journey to cleaner, cheaper and healthier homes.

The online tool is a one-stop-shop offering tailored advice to households considering a switch to electric appliances. It will, help Victorians cut through the complexity of electrification with personalised recommendations, indicative costs, available rebates and expected emissions and bill savings.

Davina Rooney, CEO of the Green Building Council of Australia, said household action on electrification and energy efficiency will be critical to meeting Victoria’s net zero target by 2045.

“Retrofitting homes with efficient electric appliances is one of the most powerful steps households can take to cut emissions, reduce energy bills and stay comfortable year-round,” Ms Rooney said.

“We’ve called for tools just like this in our Every Building Counts policy platform — because people need practical, trusted advice when making decisions that affect their homes, health and finances.”

The permanent rollout of the Electric Home Planner builds on Victoria’s strong track record in climate and energy reform, including:

  • Phasing out new gas connections
  • Expanding the Victorian Energy Upgrades (VEU) program to 2045
  • New support for insulation through the VEU
  • Rebates for solar and energy-efficient electric appliances
  • A net zero emissions target by 2045

“Victoria continues to demonstrate leadership on climate policy. Supporting people to go electric isn’t just about emissions – it’s about creating healthier homes, reducing cost of living pressure, and futureproofing our communities,” Ms Rooney said.

“We hope to see similar tools adopted nationwide, so all Australians can benefit from cleaner, smarter homes that are better for their health and their hip pockets.”

GBCA’s Every Building Counts policy agenda calls on all levels of government to unlock the carbon, cost and comfort benefits of electrification and energy efficiency upgrades — with a particular focus on existing homes.
